Project Information This project focused on supporting the restructure and optimization of the Agency for Information and Communication Technologies (ICTA), Azerbaijan’s newly-established telecom sector regulator. The key priority was to align the agency’s actions with legislation and define segregated roles between the Ministry and the Regulator to ensure fair competition and consumer protection.
Our Contribution IMKKA provided key expertise in institutional reform. Our role involved stakeholder engagement, conducting a benchmark analysis of international best practices, and supporting the review of ICTA’s organigram. We also assisted in the Gap Analysis and provided guidelines on legal and policy reviews.
